I loved the relaxed feeling of Airborne Kingdom but was afraid that there wouldn't be much of a change from that game to this one. I still feel a bit on the fence about it -- with a name like Empire, it would've been cool to be able to run a couple of flying cities that interacted with each other...or have your city interact with other flying cities (and maybe frankenstein them together into a megalopolis???).

There is some chatter about this on the game's discussion board. I haven't played the first game, so I don't know how big of a shift it is, though I get the sense that this game is much grander in scale. I didn't encounter other flying cities, though. The big changes appear to be the addition of combat elements and a richer story/RPG element with characters and quests. But I can't say it screamed 'empire' to me, though the developers point out they are still expanding the concept.

As far as I can tell, the single floating city management bit is the same -- there may be additional buildings for combat, but otherwise, as you pointed out, its largely a passive affair.

The map might be bigger too, but I'm starting to prefer small, lively maps over big, empty ones. A big, lively map though is the dream!!
